How would I go about adopting from a developing country?

I am considering for the future specifically to adopt a blind child as I am blind myself and think that I should give somebody else the opportunities that I’ve had.
I just wondered if their was any cost involved, how long would such a process take, and what agency would I go to as I live in west Yorkshire?
