Is France and Belgium making it a criminal act to cover your face in public?

This seems to involve Muslims, but the repercussions will be widespread.
This will mean getting fined for wearing Parkas, Hooded tops, scarves, balaclavas, dust masks, Large hats - and almost certainly Motorcycle Helmets. - Or is it just going to target the burkha wearing muslims only ?
In fact - anything that will hinder Police using camera technology to track people's movements.
Does the state not realise it has brought this problem upon themselves with the over-use of cameras ?
